Personal Barr

William Pelham Barr was born on May 23, 1950, in New York City. He earned his bachelor’s degree in government from Columbia University in 1971 and his master’s degree in government and Chinese studies from Columbia University in 1973. His father Donald Barr was the headmaster of Dalton School in Manhattan, his mother a housewife. He is the second of four sons. He is married to the former Christine Moynihan, a librarian, they have three daughters. Mr. Barr’s hobby is bag-piping, and he competes internationally. He and Robert Mueller are long-time personal friends.   The Barrs live in Manhattan.

Public Barr

Barr then worked at the Central Intelligence Agency (CIA). While working for the CIA, Barr earned his law degree from George Washington University in 1977. He clerked for a judge on the United States Court of Appeals for the District of Columbia Circuit.

In 1978, Barr joined the Washington, D.C. office of the law firm of Shaw, Pittman, Potts & Trowbridge as an associate. From 1982 to 1983 he worked in the Reagan White House. He returned to Shaw, Pittman, Potts & Trowbridge afterwards and became a partner in 1985.

In 1989, Barr served as the Justice Department’s Office of Legal Counsel as an assistant attorney general. In April 1989, he became the deputy attorney general for the Justice Department. He served as U.S. attorney general from 1991 to 1993 under President George H.W. Bus

Currently, Mr. Barr is the 85th Attorney General of the United States. His duties include

  • Representing “the United States in legal matters”;
  • Supervising and directing “the administration and operation of the offices, boards, divisions, and bureaus that comprise the Department”
  • Furnishing “advice and opinions, formal and informal, on legal matters to the President and the Cabinet and to the heads of the executive departments and agencies of the government, as provided by law”;
  • Making recommendations to the President concerning appointments to federal judicial positions and also positions within the Department, including U.S. Attorneys and U.S. Marshals”;
  • Representing or supervising the “official representation of the United States Government in the Supreme Court of the United States and all other courts, foreign and domestic, in which the United States is a party or has an interest as may be deemed appropriate”; and
  • Performing or supervising “the performance of other duties required by statute or Executive Order,” according to the U.S. Department of Justice.

Mr. Barr is a lipped southern bowl. The lip, from the sixth to the end of the fifth house, shows how he scoops up personal experience from his hobby of bag pipping, Jupiter in airy aquarius, and his work and uses it to enhance his public career from what he has learnt there.

His line of motivation, Jupiter to Saturn, is in opposition, making him restless with bureaucracy, highlighted by his confrontation with Congress. Mr. Barr isntead prefers to handle things based on his own good judgement, like an old time Western sherriff, then by committee. He is very much a strong individual who relies on his knowledge and moral faith.

His Ascendant is 18 Libra, “two men placed under arrest,” and supports his Line of Motivation because one is not guilty in America until proven so, thus being placed under arrest does not imply that the person is guilty just they are a suspect. That ascendant seems to work well for his foray with Congress too, for Mr. Barr does not report to Congress but only to the President and makes his a “heightened challenge to use his talents.”
